| 摘 要： | 新建本科院校开展教学质量管理既是贯彻落实科学发展观的重要体现,也是学校内涵升本的迫切需要。新建本科院校实施教学质量管理,当务之急是要构建教学质量管理的目标体系、组织体系、评价体系和研究体系。同时,在管理实践中,还应遵循以人为本的原则、全面管理的原则、动态管理的原则和行政管理与学术管理相结合的原则。
