| 摘 要： | 区域差距扩大化已是当前经济发展中不争的事实，而当前的区域差距又主要根源于现行体制约束下的西部地区资本形成不足，从制度创新环节打开缺口，加快西部地区的制度创新步伐乃是提高西部地区资本形成能力，实现区域经济协调的根本出路所在。
