摘    要:应用DEA的模型C2R,从产出角度出发的MALMQUIST方法测算甘肃省14个地州市2006~2011年创新效率值,并用DEA多阶段松弛计算方法估计各地区历年创新投入冗余和创新投入有效的参照集.得到的结论是:甘肃创新效率值6年间均为1,说明全省DEA有效,14个地区平均创新效率6年呈增长趋势,其中白银和定西两地创新效率提高最快;各地区全要素生产率的变动率大于1,6年间效率增长达12.6%;R&D经费投入冗余现象较为明显,R&D人员全时当量投入较为合理,临夏、陇南、武威等地区成为创新投入有效的标杆,但需客观对待此点结论.

Abstract:The model of DEA was used to measure innovation efficiency in fourteen regions of Gansu province from 2006 to 2011,based on the MALMQUIST method in the aspect of output. DEA multi-stage method was applied to calculate slacks and effective reference sets of regional innovation input. In the conclusion, innovation efficiency value of each of 6 years was equal to 1 in Gansu that indicated the DEA in the effective. The average innovation efficiency of each of 14 regions in 6 years has a rising trend among which Baiyin and Dingxi were the regions in the fastest improvement of innovation efficiency. The Malmquist of each region was greater than 1. The increment speed of efficiency was up to 12.6% in 6 years. The redundancy phenomenon of R&D input appeared obviously. The investment of R&D personnel FTE was comparably reasonable. Linxia, Longnan, Wuwei and other areas became a model of innovation effective but should be kept in observation from an objective angle.
