| 摘 要： | 宪政和政府法治是密切相关连的两个概念。宪政对法治、民主、人权的内在需要要求实现政府法治。因而在宪政视野下的政府法治就有其特定的含义,只有明确并处理好行政权与公民权等一系列的关系,并加快各种配套制度的建构,我国的政府法治才能真正实现。

| Abstract: | Constitutionalism and the Government's ruling by the law are two closely related concepts.Immanent demands of constitutionalism for ruling by the law,democracy and human rights call for Government's ruling by the law.Therefore Government's ruling by the law in the eyeshot of constitutionalism carries a special implication.Only when we know well about and regulate well the relationships between the executive power and citizenship and speed up the building of various kinds of supporting systems,can we eventually realize Government's ruling by the law in our country. |
