| 摘 要： | 高校科技成果转化对于推动国家要素市场的高效配置，尤其是知识要素和技术要素的高效配置具有重要的意义，在当今经济转型的攻坚时期其重要地位日渐凸显，因此对于系统化和专业化的高校科技成果转化管理体系的探索更加具有理论价值和实践需求。由于高校科技成果转化自身涉略的主体和内容的复杂性和动态性，针对其构建一个逻辑清晰、系统完备、实践有效的管理体系，一直是学术界和实践界长期困扰和探寻的话题。本文基于国家创新体系理论，分析了高校在国家创新体系中的功能定位，构建了高校科技成果转化管理体系的基本框架，为高校科技成果转化管理提供理论支撑，并且提出政策制定和未来发展的若干思考。

| Abstract: | The transformation of scientific and technological achievements of colleges and universities is of great significance to promote the efficient allocation of the national factor market, especially the efficient allocation of knowledge and technology elements. Its important position is becoming more and more prominent in the critical period of economic transformation. Therefore, it is important for systematic and professional colleges and universities. The exploration of the management system for the transformation of scientific and technological achievements has more theoretical value and practical needs. Due to the complexity and dynamics of the subject and content involved in the transformation of scientific and technological achievements in colleges and universities, the construction of a management system with clear logic, complete system and effective practice has always been a topic of long-term trouble and exploration in the academic and practical circles. Based on the theory of the national innovation system, this article analyzes the functional positioning of universities in the national innovation system, constructs the basic framework of the management system for the transformation of scientific and technological achievements in universities, provides theoretical support for the management of scientific and technological achievements in universities, and proposes several policy formulations and future developments. |
