| 摘 要： | 图书馆的科层化主要表现为专业行政管理与公共行政管理特性，是由训练有素的专业人员按照既定的规则使之不断的运作，满足公众信息需求。图书馆管理的基本管理功能、角色、技能的设计，要建构到科层化体制之中去，才能发挥作用。
