| 摘 要： | 产权保护是科学发展的制度性基础。产权保护一则能促进发展，二则能体现以人为本，三则能实现全面协调可持续发展。建国后的工业化建设由于产权的异化，经济建设出现了畸形发展；改革开放三十年来，由于二元产权向一元产权的回归，经济快速发展。但同时由于中国改革开放的渐进性，行政干预较强，一元产权体系最终还未确立，经济发展带有许多不科学性。我国目前要实现经济既好又快发展，必须深化产权改革。

| Abstract: | The strategic thinking of scientific development viewpoint is brought forward by the Central Committee of the Party in the new century. Writer thinks that the systematic basis of scientific development is the property rights protection that can enable the development, embody humanism and help comprehensive and harmonious developing continuity. In industrial construction after liberation, economy developed lopsidedly because of alienation of property rights; while in the recent 30 years since the reformation and opening policy, the economy is developing fast owing to the regression of property rights from dual relation to mono-relation. At the same time as the reformation and opening of China is gradual with administrative intervention and without final establishment of mono-property rights system, the economic development is somewhat not scientific. Today, to ensure fast and scientific economic development, reformation of property rights must be deepened. |
