| 摘 要： | 电子公文在传输过程中要实现其安全性,其中不可否认性对于一些重要的公文来说具有特别作用,本文提出了一种基于ELGamal算法的由公正第三方参与的电子公文传输协议,以真正实现其不可否认性的相关要求。
