| 摘 要： | 高速公路作为国家重要的战略性基础设施,是一种准公共品,完全按市场化的理论和方法进行定价,在理论上是不成立的,在实践中也是行不通的.从满足社会各方需求和利益而言,高速公路应本着兼顾社会公益性与经济收益性、平衡使用者的成本和效益、统筹高速公路与经济社会协调发展的原则,以公路用户支付能力及支付意愿为首要的定价原则,确定各项目的收费费率,才能取得显著的社会效益和经济效益.

| Abstract: | The express highway is an important national strategic infrastructure and quasi-public goods as well.The pricing of express highway,based on the market-oriented theory and method,is unacceptable in theory and unworkable in practice.In order to achieve significant social and economic benefits,determining the fee rates of each item,should be in line with the principle of both social welfare and economic profitability,balance the costs and benefits of the user,coordinate the development of express highway and socio-economy,and insist on the primary pricing principle of the paying ability and willingness of user,so as to meet the needs and interests of all sectors of society. |
