| 摘 要： | 新公共管理的理论和实践对行政伦理提出了挑战,对行政价值和行政个体伦理都产生了较大的冲击;另一方面人们在批判新公共管理的过程中深化了对行政伦理的思考,提出了新公共服务、公共行政文化等思想,行政伦理将进入一个新的发展阶段。
