摘    要:基础教育师资队伍的均衡配置是实现义务教育质量公平的重要途径之一,也是促进基础教育均衡发展的根本保证。在少数民族贫困地区,师资配置不均衡是制约基础教育发展的一个主要因素。建立有利于少数民族贫困地区师资均衡配置的政策体系、投入机制和教师培训机制,是促进基础教育师资均衡配置和实现教育均衡发展的有效途径。

Abstract:A balantced distribution of teaching staff of elementary education is one of the important ways to realize quality fairness of compulsory education and also a basic guarantee of balanced development of elementary education.In ethnic minority poverty-stricken areas,unbalanced distribution of teachers accounts for the main reason to hinder the development of elementary education.Therefore,establishing policy system,investment system and teacher training system favorable for balanced distribution of teachers in ethnic minority poverty_stricken areas is an effective way to enhance balanced distribution of teachers of elementary education and realize balanced development of education.
