| 摘 要： | 进入20世纪80年代，随着老龄化现象日趋严重、市民运动的蓬勃发展以及NPO法和护理保险制度的相继实施，取得NPO法人资格并成为护理保险指定事业者，面向社区提供养老服务的日本护理NPO开始兴起，成为继政府和企业之后日本养老服务供给的重要力量。对日本护理NPO的发展现状及其独特作用进行分析，并结合我国的现实情况可获得一些启示：“社会选择”路径是我国福利NPO发展的首选路径；立足社区提供民众真正所需的服务是我国福利NPO的立足之本；建立和完善相关法律及配套制度是我国福利NPO发展的基本保障。
