| 摘 要： | 改革开放以来，中国农村大量劳动力外出务工，对推动中国经济的发展和城市化进程都起到很大的作用。但是，随着近年来国家一系列惠农政策的出台，部分农民工选择“回流”创业，成为了带动农村发展的中坚力量。学术界大部分研究集中在对农村剩余劳动力转移，对农民工“回流”现象研究比较少，现有的研究也主要是对农民工“回流”原因探讨。本文通过对重庆市黔江区新华乡和太极乡的“回流”农民工、地方政府官员、没有外出的农民等深度访谈的基础上，研究农民工“回流”对输出地区的影响。研究表明，“回流”农民工对输出地区经济、社会和文化对起到积极的作用，地方政府应该为回流人员创造发展的条件。

| Abstract: | Since the Opening up and Reform, migration population from China＇ s countryside has been employed in cities which exert great influence on the Chinese economy and urbanization. However, with the country series of encouragement policy＇s is published recently, part of these Off-farm worker choose to backflow to their hometown and set up their own business, and served as the kingpin of the countryside development. Researchers focus more on the rural surplus labor changes, but pay less attention on Off-farm worker ＂backflow＂, the current research are mainly confined to Off-farm worker ＂backflow＂ cause. On the basis of interviewing the stakeholders in XINHUA and TAIJI town of Qianjiang district, Chongqing,this article exam the influence of this baclflow phenomenon. The result shows that Off-farm worker backflow has a positive effect on export region of economy, society and culture, therefore the local government should create Condition to backflow people. |
