| 摘 要： | 论述了高校职称评审的指标体系和评审过程中存在的种种弊端，并提出了改进的措施，如提出评、聘分开，建立系，校，省三级评审机构，建立评审过程的陪审制度和评审结果的复议制度，以及评审者和被评审者应承担相应的行为责任等。

| Abstract: | Various kinds of malpractiles in the index system and the process of the determining of academic titles in institutions of higher learning are discussed and the corresponding measures for improvement are put forward in this paper, such as the separation of the determing and apposinting processes, the establishment of department, university and province, three - level evaluating organizations, the set - up of jury system he determing process and the result - reconsidering system, and the establishment of matching behavioral responsibilities for the assessors and assessees, etc. |
