小型农田水利设施合作供给的农户意愿实证分析——以盐城市农田灌溉水渠改造为例

摘    要:本文从制度分析与发展(IAD)框架出发,以粮食主产区农田灌溉水渠改造为例,利用水稻种植户调查数据分析小型农田水利设施合作供给的农户意愿及其影响因素。经调查发现,受访农户愿意参与小型农田水利设施合作供给的不足40%,大多数农户对该项集体行动不具有任何形式的参与意愿。研究表明:水资源稀缺程度高、灌溉面积大、所在群体宗族结构同质、能够获得统一灌溉服务的农户参与小型农田水利设施合作供给意愿较强,而所在群体非农就业户数占比高、粮食售价与最低收购价落差大、非耕作收入占家庭收入比重高的农户参与小型农田水利设施合作供给意愿则较低;此外,渠道质量、成员户数、受教育程度、务农人数等变量的影响不具有统计显著性。本文分析结论具有重要政策含义:1通过推进耕地流转扶持种粮大户发展;2积极发展农村社区灌溉服务组织;3粮食收购环节确保粮食最低收购价政策执行到位;4建立专门的政策扶持机制鼓励新型职业农民发展。

Abstract:The devolution of responsibility and control over common-pool resources from government agencies to user groups has become a widespread policy trend that cuts across countries. Irrigation canals are a typical common-pool resource. Each irrigation canal provides water to several different users,and the management of local common property is one of the most important issues in rural development. Management of the irrigation canal requires local communities to effectively pool efforts to perform various tasks such as removing silt,weeding, and repair and maintenance. How this collective action is performed can determine the usefulness of the irrigation canal. Based on the Institutional Analysis and Development(IAD)framework,we used rice farmer household survey data from eastern coastal China to analyze farmer willingness towards micro irrigation facilities management and influencing factors. We found that the proportion of respondents willing for micro irrigation facilities management is only 40%,most of the respondents do not have any form of willingness to participate in this collective action. A high degree of water scarcity,large irrigated area,community with homogeneous clan structure and access to irrigation services can improve farmer involvement in the supply of micro irrigation facilities. A high proportion of household payrolls groups,lower sales prices of grain,and a high proportion of non-farming income will not be conducive to farmer involvement in the supply of micro irrigation facilities. These conclusions have important policy implications,such as accelerating land transfer to promote the development of large-scale farmers,actively developing rural irrigation services teams to ensure the quality of irrigation services,strict implementation of the minimum grain purchase policy to reduce adverse acquisitions,esTablelishing a special support mechanisms for professional farmers,and creating favorable conditions.
