| 摘 要： | “举国体制”是我国在特殊时期,根据国情,顺应体育发展而采取的一种体育管理制度。随着我国改革开放政策及社会主义市场经济制度的建立和逐步完善,“举国体制”和社会发展不相适应的方面凸显出来。“举国体制”何去何从?要以2008年北京奥运会为契机,继续发挥“举国体制”的优势,也要以全面建设和谐社会为新的起点,不失时机,加大体育制度创新力度,建立和完善与社会主义市场经济体制相适应的,符合体育运动规律的,更加科学、更有效率的体育管理制度,实现由体育大国向体育强国的历史性跨越。

| Abstract: | The"system of centralization"is a sports administrative system adopted during the special period in China in order to comply with sports development.With the reform and opening to the outside world,the gradual setting-up and perfecting of the system of socialist market economy,the incompatibility between"system of centralization"and the social development appears.We should regard Beijing 2008 Olympic Games as the opportunity,and continue giving play to the advantage of "system of centralization".We should also regard building the harmonious society the new starting point in an all-round way,let slip no opportunity,strengthen the system innovation dynamics of sports,set up and perfect the one in conformity with socialist market economy system,accord with sports activity law,science,democracy,efficient sports administrative system and realize the historical leap from sporting power to sports power. |
