| 摘 要： | 公民的法律信仰是一个国家法治建设的基础.在我国这样一个缺乏法治传统的国家里要形成普遍的公民法律信仰,除了要完善法治建设以外,还需要坚持以人为本的原则,大力加强法治文化建设,创造严格遵守法律的社会文化氛围,通过不断推进法活文化建设、严格限制公权等措施促成公民养成对法律的信仰.
