| 摘 要： | 我国体育彩票发行十余年来为体育和社会发展做出了巨大的贡献,但我国体育彩票的发展中也存在着一些发展性问题。研究发现我国体育彩票发展中存在着以下问题：公益性突出不够;彩票环境有待于进一步完善;法规建设滞后;宣传理念导向存在误区等。提出了相应的对策：凸显公益理念;加快彩票立法;拓展体彩宣传视野;运作方式便民利民等。

| Abstract: | Through the documentation, comprehensive analysis and other methods, sports lottery is studied from the humanism angle in China. The study find out that there is short of commonweal, lottery environment is not perfect, lag of statutes, deflection propagandize direction. The paper also put forward the countermeas- ures of enhance commonweal idea, quicken lottery egislation, open up propagandize view, reform the mode to convenience civilian and so on. |
