| 摘 要： | 印度政府 1 998年 8月出台了《2 0 0 8年信息技术发展计划》 ,制定了今后十年印度信息技术的全面发展规划 ,提出了到 2 0 0 8年成为“世界信息技术产业超级大国”的目标。本文介绍了该计划制定过程和出台背景 ,运用决策科学的理论分析了计划的实施要点以及资源配置等问题 ,对计划目标的可实现性进行了探讨。文章最后认为 :尽管该计划不一定能全面实现预定目标 ,但必将在很大程度上推动印度信息技术的发展 ,体现了印度政府振兴信息技术的雄心壮志 ,对我国信息技术政策的制定有一定的借鉴和鞭策作用。

| Abstract: | The 2008 Action Plan, which was constituted in Aug 1998, framed the blue print of India's IT industry in the following ten ears. It aims at making India one of the superpowers of IT industry in the world before 2008. This article introduces the background and process of the plan's establishment, analyses the outlines of implementation and issues of resource collocation of the plan, and discusses its feasibility. The author points out that alhtough it is difficult to realize the scheduled aims roundly, the plan will definitely accelerate the development of the IT industry in India. The plan fully embodies the ambitions of India government to develop IT industry and can be used as reference for China to constitute the developing strategy for IT industry in China. |
