| 摘 要： | 美国全球自由贸易协定战略是美国全球经济战略的延伸。贸易自由化、投资自由化和保护知识产权构成美国全球经济战略的国家利益。贸易协定是美国实现全球经济战略国家利益的战略工具，自由贸易协定是美国全球经济战略的战略目标和工具。WTO决策机制的运行显得困难、区域经济一体化的潮流、WTO法律体系对区域经济组织的确认和区域贸易协定，被视为促进安全的手段，共同构成美国实施全球自由贸易协定战略的国际环境。美国已具备了形成全球自由贸易协定战略的全部要素，即具备该战略的国家利益、国家目标、国家实力和实施战略的国际环境。美国全球自由贸易协定给大国经济的对外经济政策产生了示范效应。在此背景下，中国实施自由贸易协定战略迫在眉睫。
