| 摘 要： | 深圳市的电子政务经过十多年的发展和积淀,已初具规模。多项＂金＂字工程的实施和应用产生了很大效能;电子政务内外网及相关设施的统一规划和建设已具规模;政府门户网站在国内评比中名列前茅;在这种实践过程中,大电子政务（或集约式电子政务）的概念应运而生。集约式电子政务是相对于以前按条块、部门职能设计的离散式电子政务提出的。破深圳电子政务的发展瓶颈,首先要破不适应现代社会发展要求的管理思想、管理机制和管理方法,寻求有效推进新型电子政务工作的新途径。

| Abstract: | Shenzhen e-government service, after ten years of development and accumulation, is on its way to take shape. Number of ＂gold＂ project implementation and application of the word had a great performance; e-government external networks and associated facilities unified planning and construction has a larger scale; government portal competitions among the best in the country; In this practice, a large electronic government （e-government or intensive） concept came into being. Intensive E-government is relative to the previous press compartmentalized, discrete design department functions proposed e-government. To break the bottleneck successfully, the first thing to do is to break the way of thinking, management mechanism and management methods, which are all out of date against the e-service. |
