| Abstract: | The quality , the management and use level of doument resources building are the existence and development base of a natioal librariship and the core of the library's centre competitive power. The paper approaches that establishing a set of new concepts,drawing a new guiding policy and implementing several strategic steps can optimize the document resources building uder the network environment. |
