| Abstract: | In this paper the author expatiates on the connotation of a power in higher education, which means adhering to the principle of key construction and the promotion for the whole development, and establishing a pluralistic system of quality assurance in higher education. The international standards should be upheld to promote the internationalization of higher education. The purpose is to give full play to the role of colleges and universities. |
