| 摘 要： | 通过分析冰雪体育旅游的特性、旅游危机产生的原因以及对旅游市场、旅游者的影响，并针对危机的危害性，提出采取培养冰雪体育旅游危机意识，建立和完善冰雪体育旅游危机事件处理预警、指挥系统中心，建立完善而高效的危机管理网络，实施危机隔离与救治管理机制，加强危机公关宣传，建立危机管理恢复机制等措施构建旅游业危机管理系统，以便尽可能地减少危机的发生频率，降低危机引发的损失。

| Abstract: | The crisis of ice-snow sports tourism is a unexpected event that influences the tourists' confidence in a destination and interferes the normal management. By analyzing the characteristic of ice-snow sports tourism, the crisis causation and influence on the tour market and tourist, aiming at the harmfulness of crisis, the article suggests some countermeasures for constructing the tourism crisis management system, such as to waken the crisis consciousness in ice-snow sports tourism, improving the early-warning and commanding system against the crisis event, developing more effective network of crisis management, running the management mechanism of insulating the crisis and rescue and comeback, broadcasting the crisis in public, so that the occurrence frequency of crisis is decreased as low as possible and the loss from crisis be reduced. |
