| 摘 要： | 欠发达地区的经济跨越式发展需要遵循一定的规律，区域经济的超常规发展必须在充分认识和把握这种规律的基础上才能是有效的。湖南区域经济具备了较好的超常规发展条件，关键是要因势利导，选好突破口。
