| 摘 要： | 农村基础教育的发展离不开党和国家政策的指引和保障,综观解放以来我国农村教育发展的轨迹,无一不受党和国家政策的左右,改革开放前的农村基础教育最突出的是政治功能,为巩固政权服务;改革开放后到党的十六大召开这一时期的农村基础教育随党和国家政策的重视程度而摇摆起伏;十六大以后,党的工作重点迅速转向了农村、转向了农村教育,为农村基础教育的新一轮发展带来了千载难逢的机遇。
