| 摘 要： | 民俗类非物质文化遗产具有群体性、综合性、依赖特殊文化时空和“标志性文化”等典型特征。对于特别强调活态的民俗类非物质文化遗产来说，保护是开发利用的前提和基础，开发利用是保护的目的和手段。在民俗类非物质文化遗产的保护性开发中必须坚持“政、企、民”三位一体的开发主体，对该类遗产实施“人、物、生态”立体开发。在此基础上，应创建“政、企、民”三方合资合作、“学术、商业、生活”三位一体的民俗类非物质文化遗产保护性开发新模式。

| Abstract: | Folk intangible cultural heritage has many typical characteristics, like group, comprehensiveness, dependence on the special cultural time and space and iconic culture.With particular emphasis on living folk intangible cultural heritage, protection is the prerequisite and basis for development and utilization, and de- velopment and utilization is the ends and means of protection. In the folk intangible cultural heritage conser- vation-oriented development, we must adhere to integrity of ＂government, enterprises and people＂, and exploit the heritage in accordance with human, physical and ecological three-dimension development. On this basis, the government, enterprises and people should create a three-way joint venture to develop a new model of a- cademic, business and life. |
