| 摘 要： | 熨平经济周期波动是宏观调控要实现的政策目标，但在宏调过程中，往往产生一种社会成本——“政策后遗症”。譬如，财政政策在宏调过程中的顾此失彼以及政府投资的单一性，利率调整的两难处境导致货币政策调控取向的被扭曲。避免“政策后遗症”，降低宏调社会成本，是政府需要认真破解的难题。
