| 摘 要： | 区域协调发展机制的构建离不开政府职能的发挥，但是政府职能的发挥往往出现一些问题，如政府对经济领域的过度干预导致的政府职能越位、制度供给缺失导致的政府职能缺位以及只关注短期利益而忽视长远发展导致的政府职能错位等。这些问题体现在区域协调发展面临的具体问题中，如区域产业协调发展、区域环境治理协调发展以及区域基本公共服务协调发展等方面。针对这些问题，应分别从区域产业协调机制、区域环境治理协调机制、区域基本公共服务协调机制三个方面给予解答。

| Abstract: | The construction of regional coordination mechanism cannot come in to play without of government functions, but the play of government functions often appears some problems, such as the government’s excessive intervention to economy result in the offside of government functions, lack of system supply leads to the absence of government function, and only focus on short-term interests and ignore the long-term development result in the dislocation of government functions, and so on. These problems reflected in the specific problems of regional coordination development, such as the coordinated development of regional industry, the coordinated development of environmental governance and the coordinated development of regional basic public services, and so on. To solve these problems, we should be answer from the following three aspects： regional industry coordination mechanism, the regional environmental management coordination mechanism and regional basic public service coordination mechanism. |
