摘    要:加强教师队伍建设是教育事业发展最重要的基础工作。人员编制标准是师资配置的基本文件。60多年来,国家层面没有制定统一的中等职业学校人员编制标准,使得各省编制标准显失教育公平,缺失职教特色;生师比过高,教师不堪负重,职业教育缺失吸引力。师资配置的基本策略在于:人员编制标准不宜适用城乡差异,体现教育公平;依据专业类别设定生师比,体现职教特色;合理确定人员编制结构,体现教师为本;学校支配"非实名编制",体现办学自主。
