| 摘 要： | 上世纪80—90年代，英国推行了名为“下一步行动计划”的行政改革，其主要内容是将政府的政策制定和政策执行分离，设立专司政策制定的核心部和政策执行的执行局。执行局的设立大大提高了行政效率，降低了行政成本。这一改革对我国的行政改革有着重要的启示意义：一是政策制定和政策执行可适当分离；二是决策和执行的分离有利于提高行政效率；三是在行政管理中，可引入市场机制；四是政府管理方式应从过程控制转为业绩导向；五是行政管理要透明、廉洁、勤政；六是为我国公务员制度的改革提供了新思路；七是为我国改革“弱政府、强部门”、“政府权力部门化”的弊端提供了重要借鉴。

| Abstract: | in the 80-90th of last century, England applied an administrative reform calledl The Next Step Project'which mainly concerned about departing the establishment of policy from the execution of policy and setting up the core department for special policy establishment and the executive agency for execution.The establishment of executive agency improved the efficiency of administration greatly and reduced the administrative cost.The reform influenced our administrative reform inspirationally: at first, we can separate the establishment and the execution of the policy properly. Secondly, the separation between decision-making and execution benefits for raising the efficiency. Thirdly, we can import market mechanism during administration.Fourthly, the administrative quomodo used by government should be changed from course controlling into performance leading. Fifthly, the administration should be honest, uncorrupted and our officials should work hard on government affairs. Sixthly, it offers the new idea to reform our official servant system. Seventhly, it offers us an important reference to reform the fault of 'weak government, powerful department'and'the power of government being decentralized to departments'. |
