| 摘 要： | 我国地方本科高校的转型发展以政府为主导,与经济转型升级重合,同全面深化改革相交汇,并处于复杂的国际交流与合作环境之中,需要政府、社会和高校等对地方本科高校转型发展中职能的"突变性"、任务的繁重性、环境的模糊性、合作的复杂性等特点具有高度清醒的认识和准确把握。

| Abstract: | The transformation of the development of local colleges and universities have four times characteristics,i.e.:the government leading,Chinese economic transformation and upgrading,the deepening reform of the overall China overlap and intersection in the international exchange and cooperation.The government,society and universities should have a clear understanding and accurate grasp on the mutation resulting from local university function transformation,the task environment and the fuzziness,and the complexity of cooperation. |
