| Abstract: | It is a key aim of comprehensively establishing a well-off society to achieve the socialistic political civilization, achievement of which should be human oriented. Assurance of human rights is inherently claimed by political civilization. And human rights legislation is the way political civilization can be achieved. Human rights to be included in the Constitution is an indication of progress in political civilization. |
