| 摘 要： | 城乡建设用地增减挂钩制度的实施为缓解建设用地供需矛盾,促进城乡统筹发展,提高农民的生活水平发挥了重要的作用。但是,很多地方政府在执行中扭曲了制度目的,偏离了实施该制度的初衷,造成了农民利益的损害。因此,我们必须对之予以完善,使之与农民利益的保护相耦合。
