中国地区碳排放强度差异成因研究

摘    要:中国地区碳排放强度的较大差异,将增加CO2减排目标实现的难度。本文通过将化石能源细分为17种估算了1997-2010年中国各省的CO2排放强度,从省际、东中西部和八大经济区域3个视角,运用Shapley值分解方法实证研究了中国地区CO2排放强度差异的成因。分解结果显示,经济发展水平、城市化水平和能源结构可以解释70%左右的地区CO2排放强度差异。其中各地区间经济发展水平不均衡是形成地区CO2排放强度差异的主要原因,省际、东中西部和八大经济区域视角的平均贡献率依次为30.78%、28.54%和26.23%;城市化水平和能源结构是地区CO2排放强度差异的第二大贡献因素,其平均贡献率依次为21.40%与20.93%、24.92%与21.07%、22.43%与21.08%。产业结构、对外开放水平对地区CO2排放强度差异也具有重要影响,二者平均贡献率之和接近30%。

Abstract:The huge disparities in regional carbon dioxide emission intensity will harm Chinese emission reduction targets. Here,we comprehensively measure regional carbon dioxide emissions in China on the basis of subdividing 17 fossil energy types from the regional energy balance (physical quantity) in China's energy statistics,and considering emission sources of cement production. We built the indicial equation of regional carbon dioxide emission intensity on the basis of the STIRPAT model and then estimated the equation using sub-national panel data from 1997 to 2010. The inequality of carbon dioxide emission intensity is decomposed using the Shapley value decomposition method from the three perspectives(provincial-level,east-central-west,and eight economic regions). The results show that at the regional economic development level,the degree of urbanization and energy structure can explain 70% of the inequality of carbon dioxide emission intensity. The disparities in regional carbon dioxide emission intensity are mainly due to different economic development levels,which contribute the average rate 30.78%,28.54% and 26.23%. The degree of urbanization and energy structure are the second largest contributor to regional carbon dioxide emission intensity disparities and contribute an average rate of 21.40% and 20.93%,24.92% and 21.07%,22.43% and 21.08%,respectively. Industrial structure and level of opening up are also important contributors to the disparities and the contribution average rate is about 30% combined. This result implies that in addition to traditional factors such as economic development level and energy structure,urbanization plays an important role on the causes of disparities in regional carbon dioxide emission intensity. This finding will have important implications for reducing carbon dioxide emissions.
