摘    要:近年来,我国自然灾害频发,尤其是地震,给灾区人民的物质财产和身心健康造成了严重的创伤,致使众多学校遭到严重破坏,灾后学校重建成为一个重要问题。从灾后学校重建的内涵与相关法律依据出发,借鉴国内外不同地区的灾后学校重建先进经验,可以促进对我国灾后学校重建现存问题的深入理解。根据问题症结,遵循灾后学校重建与基础教育资源配置原则与方法,从动力机制、目标机制、约束机制和评价机制等方面建立灾后基础教育学校资源配置长效机制,可以有效提升灾后学校恢复重建的效率,并促进灾后学校实现创新发展。

Abstract:In recent years,too many natural disasters,particularly earthquakes,have caused much serious injury to the disaster area people's physical property and mental health,and many schools have been seriously damaged at the same time,so the reconstruction for post disaster schools has been important issue. It is easy to know well on the problems themselves and the reason to the problems of the reconstruction of the post disaster schools in China by refining the connotation of post disaster school and the relevant legal basis,and learning from the advanced experience of the post disaster schools in both domestic and foreign various regions. According to the crux of the problems,and following the principles and methods for the reconstruction of the post disaster schools and the resource allocation of basic education,we can construct the long- term mechanism of the resource allocation for the post disaster basic schools with dynamic mechanism,goal mechanism,restraint mechanism,and evaluation mechanism,which will effectively improve the efficiency of the reconstruction for the post disaster schools and help the schools to achieve innovation and development.
