| 摘 要： | 听证会是提高政务透明度增强决策科学性的重要程序,而听证代表能否真正反映民意,成为制约听证会质量的瓶颈,影响着听证会的公信力。本文通过分析目前行政许可利害关系人制度存在的问题,提出完善的建议。
