| 摘 要： | 税费改革之后,农村村民自治委员会在一定程度和范围内成为"空巢",基层权力运行成为真空。基层权力"空巢"的表现及危害:不利于党和国家权力与老百姓的有效沟通;不利于社会主义新农村的建设;不利于社会的和谐与稳定。治理基层权力"空巢"的对策:进一步完善村民自治制度,建立健全相关法律制度;扶持农民制约基层权力,建立完善的基层权力监督机制;贯彻落实工业反哺农业、城市支持农村的政策。

| Abstract: | After the tax reform,the rural village self-government committee,to some extent and scope,has become an "empty nest",and then the basic-level power performs no function.The "empty-nested" phenomenon of rural basic-level power has the following performances and leads to the harms: it is not helpful to the Party and state power to conduct effective communication with the people;it is not helpful to the construction of new socialist countryside;it is not helpful to social harmony and stability.The countermeasures towards such a phenomenon include: to continue to improve the system of village autonomy,to establish and improve relevant legal systems;to support farmers to restrict the basic-level power and establish comprehensive monitoring mechanisms for basic-level power;to implement the policy of industry re-feeding agriculture and cities supporting rural areas. |
