| 摘 要： | 经过近20年的不断改革与完善,城镇企业职工基本养老保险制度取得了一些成就,但不可否认的是,在取得成就的同时,依然存在着众多的问题,如实际覆盖率不高,企业缴费率居高不下且地区差异大,个人账户空账化严重、政府财政补贴压力大,统筹层次太低、转移接续困难,基金管理不严、基金保值增值困难,企业年金发展缓慢,基本养老金工资替代率低、养老金水平与机关事业单位职工相差太大等,而这些问题能否得到有效解决,将决定城镇企业职工基本养老保险制度的实际成效乃至最终的成败。

| Abstract: | After nearly 20 years continuous reform and improvement, urban basic old - age insurance system for enterprise employees have got lots of achievement. But it is undeniable that many problems still exist, such as low real coverage, high enterprise pay rate, great regional difference, serious empty problems in personal accounts, high pressures in government financial subsidies, low level of overall plan, difficulty in transfer and continuation, lax fund management, difficulty in remaining and increasing fund, slow development of enterprise annuity, low wage replacement rate of the basic pensions and significant differences in pension level between enterprise workers and government employees, and so on. Whether all these problems can be effectively solved or not will determine the actual effects of the urban basic old - age insurance system for enterprise workers, even the ultimately result. |
