| 摘 要： | 采用文献资料、数理统计与问卷调查的方法对全运会运动员的资格归属等相关问题进行研究,研究认为,全运会运动员资格有关条款对我国运动员市场产生了过度的导向作用,部分条款阻碍了竞技体育市场化、社会化的发展,投资主体多元化发展的同时也为利益分配的公平性带来了矛盾,运动员代表资格权和管理权分离的矛盾为运动员的统一管理带来了障碍。建议,构建转型期竞技体育人才流动市场,运动员资格认定制度化,允许优秀运动员的流动,允许高校组队参加全运会。

| Abstract: | This paper does research on athletes qualification ownership,points that some legal clauses about athletes qualification in the National Games obstruct the marketization and socialization development of sports.Diversity of investors brings out conflicts while distributing interests.The author makes suggestions that we should construct liquid markets for athletes,systematize the way of athletes qualification,allow the flow of elite athletes,and allow college teams to take part in the national games. |
