| 摘 要： | 社会救助是国家和社会对依靠自身努力难以满足其生存基本需求的公民给予的物质帮助和服务。唐山市已初步建立了统一的社会救助制度体系,包括最低生活保障、专项救助、社会帮扶捐助救助和应急救助制度。分析唐山市现行社会救助制度的发展轨迹,阐述社会救助制度的基本内容。

| Abstract: | Social relief includes materials and services provided by the country and society for citizens who can not meet their basic needs of survival by their own efforts.Tangshan has preliminarily established a unified social relief system,including minimum subsistence allowance,special relief,social aid and donation,and emergency assistance.This paper analyzes the development of Tangshan’s current social relief system,and expounds on its basic schemes. |
