| 摘 要： | 科技研发活动全球化引发了研发人才的国际竞争。发达国家千方百计争夺发展中国家和其他发达国家的研发人才，这种竞争削弱了发展中国家的科技和经济的国际竞争力，导致“胜者全得”效应。作为发展中国家的中国，应正视竞争对我们带来的冲击，积极采取措施应对这场竞争，以留住和吸引全球研发人才为中国服务。

| Abstract: | The globalization of R&D has led to the international R&D talents competition.The developed countries are trying to do everything possible to compete for R&D talents in the developing countries and other developed countries,which weakens the international competitiveness of developing countries in science and technology and the economy,resulting in a "winner-take-all" effect.China should face up to the impact of such competition,and actively take measures to cope with this competition. |
