| 摘 要： | 公办学校转制是20世纪90年代以来我国教育体制改革进程中出现的一种重要的探索模式，其产生的原因主要有国家教育总投入不足、公办学校固有的体制性障碍和世界范围内公共部门管理的趋势等。公办学校转制在实施中也产生了一系列问题，笔者主要从产权、责权关系、政与校关系和管理规范等角度探讨问题解决的对策。
