| 摘 要： | 海外人才离岸创新创业基地建设计划的实施，为新形势下海外人才创新创业治理模式的选择提供了新思路。通过对上海和武汉基地的双案例比较分析，引入网络嵌入理论，探讨了海外人才创新创业治理模式的典型类型、主要特点和选择路径。研究结果表明：海外人才创新创业的治理模式包含政府主导型环式治理模式和市场主导型网式治理模式两种典型类型，其选择路径包括治理体系功能定位、治理主体性质选择、治理结构形成三个关键点，同时本地网络嵌入难度越大，越易形成政府主导的治理模式，并向环式结构发展。

Selection of governance mode for overseas talents’ innovation and entrepreneurship: A comparative case study of Shanghai and Wuhan |

| Abstract: | The implementation of Overseas Talent Offshore Innovation and Entrepreneurship Center Plan provides a new way for the selection of governance mode in the current situation. By employing the comparative analysis of two cases from Shanghai and Wuhan, this paper introduces the theory of network embedding and discusses the typical types, main characteristics and selection paths of the governance mode for overseas talents’ innovation and entrepreneurship. The result shows that two typical types include government-led circular mode and market-led network mode. Also, the selection path has three key decision points involving the determination of system function, governance subject and governance structure. Meanwhile, the more difficult the local network is embedded, the easier it is to form the government-led mode and develop the circular governance structure. |
