| 摘 要： | 结构和谐欠缺、功能和谐欠缺、整体和谐欠缺是我们这个社会有机体实现和谐所面临的主要问题和挑战,而社会冲突则是其外化的主要形式。从系统论的角度看,一个系统要实现结构、功能和整体的和谐,获得良性的运行和发展,通常依赖于动力机制、整合机制、激励机制、控制机制、保障机制的支持。政府公共职能的本质就在于通过建立正义的利益共享机制、有效的冲突控制机制、科学的民主决策机制、灵敏的社会预警机制、良好的自然保护机制等,来控制社会冲突,实现社会有机体的平衡,最终构建一个融洽祥和、互动共享的和谐社会。

| Abstract: | The lack of a harmonious structure,harmonious function and harmonious whole is the main problem our society faces in realizing harmony,And social conflict is its main externalized form.Viewed from system theory,a system is usually dependent on the support of power mechanism,integration mechanism,excitation mechanism,control mechanism and guarantee mechanism in order to realize the harmony of structure,function and whole and achieve development.The nature of government's public function lies in its controling social conflict,realize social balance and finally building a harmonious society through building a just interest-sharing mechanism,an effective conflict-controling mechanism,a scientific and democratic policy-making mechanism,a sensitive social eary warning mechanism and a good netural protection mechanism. |
