| 摘 要： | 本文在总结国外研究型大学基层学术组织特点的基础之上,以西安交通大学为个案进行调研,发现目前学校基层学术组织建设中存在以下突出问题:"院、系"层次责权不够明晰,管理重心仍然过高,管理幅度较大,直接影响管理效率;学术权力与行政权力相互制衡不足;在基层学术组织中的教育教学有边缘化倾向,人才培养、科学研究和社会服务的关系尚需理顺;基层学术组织的构建范式多样化。为此,本文提出进一步完善研究型大学基层学术组织、提高大学的管理质量和运行效率的政策建议。

| Abstract: | On the basis of features of the basic academic organization of foreign research-oriented universities,this paper takes Xi’an Jiaotong University asthe case study.Results show that there are several typical problems during the basic academic organization construction in the university.At first,schools and faculty are not clear enough on the level of responsibility and authority,and administrative focus is still too high and the extent is too large,directly affecting the efficiency of university management.Second,academic and administrative power lack mutual constraint;Third,education and teaching tend to be marginalized,and the relationship between talents cultivation,scientific research and social service should be straightened out;At last,the construction paradigms of basic academic organizations are too diverse.This paper thus proposes some policy advices to perfect the basic academic organization,and to promote the management quality and operational efficiency of research-oriented universities. |
