| 摘 要： | 2018年国务院机构改革后,组建自然资源部,开始集中管理不动产登记档案。在这一背景下,一方面,机构职能聚合推动不动产登记档案归集管理,"放管服"政务改革为不动产登记档案工作赋能,"ABCD"智能技术促进不动产登记档案价值的发掘;另一方面,适应新形势的不动产登记档案管理体制尚未建立,存量不动产登记档案的收集与整合,增量不动产登记档案的管理和共享也成为摆在自然资源管理部门面前的难题。未来不动产登记档案工作的创新方向是:以不动产权籍档案馆助推不动产登记档案管理体制转型,以业务一体化系统推进档案动态接收与归集,以业务协同驱动跨部门档案数据的共享联通,以GIS技术为依托推进自然资源档案整合与利用,以社会公众利用需求为导向开发不动产档案数据产品。

| Abstract: | After the State Council’s institutional reform in 2018,the Department of Natural Resources(DNR)was formed and has opened a new horizon for the centralized management of archives of real estate registration.In the context of organizational reform,on the one hand,the aggregation of organizational functions promotes the collective management of real estate registration archives;the reform to streamline administration,delegate powers,and improve regulation and services also empowers archives work of real estate registration;"ABCD"smart technology facilitates the discovery of the value of real estate registration archives.On the other hand,the new management system of the real estate registration has not been established,the collection and integration of existing real estate registration archives,and the management and sharing of incremental real estate registration archives have also become difficult issues for DNR.The future innovation direction of real estate registration archives work:constructing the Real Estate Registration Archives to facilitate the transformation of the real estate registration archives management system,promoting the dynamic capturing and collection of archives based on a business integration system,driving cross-department archival data sharing through business collaboration,enhancing the integration and utilization of natural resources archives by GIS technology and developing real estate archival data products based on the public needs. |
