| 摘 要： | 新中国成立以来,河南的社会保障事业得到了长足发展,但还存在着覆盖面狭窄,基金缺口大,失业保险地区发展不平衡,农民工的社会保障问题较为突出等问题。鉴于河南社会保障体系建设的现状,河南应建立以社会保险、社会救助、社会福利为基础,以基本养老、基本医疗、最低生活保障制度为重点,以慈善事业、商业保险为补充的覆盖城乡居民的社会保障体系,使人人享有基本的生活保障。

| Abstract: | Since the founding of New China,Henan,social security has made considerable progress,but there is still a narrow coverage,the fund gap,unemployment insurance,uneven regional development,social protection of migrant workers and other issues are more prominent.In view of the social security system in Henan status,Henan should establish a social insurance,social relief,social welfare-based,basic pension,basic medical care,the minimum living standard security system as the focus,charity and commercial insurance supplement,covering urban and rural residents the social security system,access to basic living. |
