| 摘 要： | 抗战前十年,河北省政府依照南京中央政府有关地方自治的大政方针,结合河北实际,在广袤的燕赵大地上推行了一场涉及政治、经济、文化等方面的地方自治运动。河北省的地方自治运动,随着南京国民政府地方自治政策的不断调整而变化,大致经历了起步、推进和调整三个相对不同的阶段,每个阶段都有其侧重点。河北省为推行地方自治所作出的巨大努力应给予充分肯定。
