| 摘 要： | 当前，我国国民财富显著增加，但同时收入分配不公平现象也越来越突出。文章提出建立起点公正的权利保障制度、平等的收入分配制度，完善税制系统以缩小群体收入差距，加强对垄断行业收入分配的监督和管理以及培育收入分配机会公平的社会环境，构建以性别平等为核心的利益调节机制。特别提出：将性别平等观念纳入法律政策制定全过程，使女性成为构建和谐社会的重要参与者和受益者。

| Abstract: | At present, China＇ s national wealth has increased obviously. However, at the same time,the unfair phenomenon of ineome distribution is more and more outstanding. It is proposed to establish right guarantee system with a fair starting point, and an equal income dis- tribution system to narrow the income gap between groups. It is also proposed to enforce the supervision system aiming at the monopoly business. With the methods a more equal social environment may develop. It is pointed out that gender equality should be considered in policy and law making process so women may become the participants and beneficiaries of harmonious society. |
